Founded in 1659 as El Paso del Norte and renamed in 1888 for Benito Juárez, this border city sits on the Rio Grande opposite El Paso, Texas, forming a binational metro of over 3.4 million. It hosts 300-plus maquiladora assembly plants for firms including Boeing and Foxconn, among the densest manufacturing clusters on the US border. Juárez was also, for years, one of the most violent cities on Earth: homicides peaked at 104 per 100,000 in 2019, the world's second-highest rate, after cartel violence and unsolved killings of women defined the 1990s and 2000s. Homicides have since fallen sharply, to roughly 1,400 in 2021, though Amnesty International says most violent crime goes unreported.
