King Charles IX of Sweden founded Oulu on 8 April 1605 at the mouth of the Oulujoki on the Gulf of Bothnia, long an exporter of wood tar and salmon. A fire in 1822 destroyed most of the wooden centre, and Carl Ludvig Engel's rebuilding plan still shapes the street grid around the 1832 cathedral. At 65 degrees north it is the largest city in northern Finland and a high-tech centre, where Nokia was long one of the biggest employers and the University of Oulu and the Technopolis Linnanmaa campus anchor IT research. The city had over 950 km of pedestrian and bicycle paths in 2022, and about 12% of winter trips are by bike. It shares the 2026 European Capital of Culture title with Trencin.

Some summer days reach 28°C, and some winter nights drop below freezing.

No month in Oulu matches what you're after, so come for the place rather than the weather. Expect fast internet (259 Mbps) and a high cost of living (about €1750 a month).
